Roseburg council adopts $109.7 million 2024–25 city budget; urban renewal budget approved

The Roseburg City Council adopted the 2024–25 city budget and approved the corresponding urban renewal budget during its June 10 meeting.
City staff told the council the budget committee had reviewed and approved the proposed budget on May 7 with no modifications and presented the required public hearing materials. Staff reported total appropriations across all funds of $109,703,516 and said the city had budgeted $280,000 in state revenue sharing to support general‑fund operations. The staff report also listed a proposed property tax levy of 8.4774 per $1,000 of assessed value and recommended adoption of Resolution 2024‑13 to appropriate requirements, levy taxes and elect to receive state revenue sharing.
Following the public hearing, a councilor moved to adopt Resolution 2024‑13 adopting the 2024–25 budget as approved by the budget committee. The motion was seconded, the council voted in favor and the resolution carried, formally adopting the budget and levying the tax rate as presented.
While the council was convened as the Urban Renewal Agency later in the meeting, staff presented the urban renewal budget for 2024–25 with total appropriations of $4,980,438. A motion to adopt the urban renewal resolution (UR‑2024‑02) and declare tax increment financing passed unanimously.
The council recorded no amendments to the budgets at the meeting. Staff said the budget materials had been distributed to the budget committee on April 30 and that public comment on the budget had been received during the budget‑committee process and again at the council public hearing.
What happens next: the adopted budget and urban renewal appropriation give staff authority to proceed with the fiscal‑year spending plan and tax levy as adopted; the council did not schedule any additional amendments during the meeting.
