The Junction City Commission voted to designate 7th Street between Washington and Jefferson as an arts district and approved a banner policy that would allow organizations to hang year-round banners on city-owned light poles, subject to Evergy approval for pole use.
Jordan McCann, executive director of Junction South Main Street, said the designation aims to create a cultural hub centered on the CL Hoover Opera House and to increase downtown grant eligibility and pedestrian activity. Main Street and the Chamber of Commerce will coordinate a banner schedule and a simple request form; the commission added a provision that Main Street's design committee will adjudicate conflicts and that the city would step in if parties cannot resolve disputes.
Commissioners asked about the number of poles, conflict handling and quid pro quo concerns; staff and Main Street said banner cost and limited demand make conflicts unlikely but that a fair schedule will be maintained. The motion passed on a voice vote.
