Commission hears clarification on proposed downtown parking fee, discusses Welcome Arch and possible meeting-date change

During audience participation staff addressed a recent City Council discussion on downtown parking enforcement and clarified the council discussion centers on adding a separate downtown parking fee to the utility bill rather than raising existing water rates. "What they're proposing is not an increase to water rates. It is using the utility bill as a mechanism to have a fee associated with parking," the staff member said. The staff member added that public works would only become involved if nonpayment of the fee triggered water shutoff; otherwise the fee and enforcement would be outside the commission—s purview.
A commission member suggested exploring revitalization of the downtown Welcome Arch, asking whether the city or local schools have plans to refresh the arch. The staff member said there are no current plans but welcomed ideas and said the suggestion would be placed on a project list for future consideration.
A staff member also raised a scheduling conflict for the regular May 9 meeting and asked whether members could move the meeting to May 2 or May 16; several members indicated May 16 would work and staff said they would send an update if the meeting date changes. The chair adjourned the meeting after hearing no further business.
