Junction City commission approves arts district, brownfields MOA, sewer contracts and runway funding priority; extends city manager contract

The Junction City Commission on a voice vote approved a series of routine and policy items including a downtown arts district, a brownfields coalition memorandum of agreement, multiple sewer maintenance contracts and a resolution prioritizing runway replacement at the municipal airport. The commission also approved extending the contract for City Manager Kim Zimmerman.
Commission action included formal approval of an arts district designation for 7th Street between Washington and Jefferson and a banner agreement to allow year-round banners and a schedule and design-review process for downtown poles. Jordan McCann, executive director of Junction South Main Street, said the designation would help attract grant opportunities and bring activity downtown.
The commission approved a Brownfield Coalition Assessment memorandum of agreement to join a regional effort backed by a $1,500,000 EPA Brownfields Assessment grant. Jana Williams of the Flint Hills Regional Council said the grant funds Phase I/II assessments, underground storage tank removal and area planning and that membership requires a memorandum to form a coalition advisory committee.
Public Works presented two procurement actions that won commission approval: a $39,758.60 award to Duke's Root Control for sewer root treatment covering 20,285 lineal feet with a three-year performance guarantee, and part of a previously awarded four-year contract to ACE Pipe Cleaning (segment 3) for $394,150 to clean approximately 162,000 lineal feet of sanitary mains. Staff said both actions are budgeted in the 2025 public works and sewer funds.
Commissioners also adopted Resolution R3107 to prioritize and budget for airport runway replacement, with the resolution acknowledging cash-basis budget constraints. After an executive session on personnel matters, the commission moved and approved an extension of a contract offer to Kim Zimmerman for city manager; the extension passed by voice vote.
Several items — including the banner agreement and the MOA — passed with no roll-call in the public transcript. No further formal votes were recorded on the chicken ordinance, which remained under discussion.
The commission adjourned following commissioner comments and community announcements. Upcoming procurement items, ARPA project bids and the next meeting date were noted for follow-up.
