Commission considers 12th Street Community Center upgrades while some commissioners urge fixing existing assets first

Mr. Rivera described $390,000 in ARPA funds repurposed for phase 1 and introduced Leon Osborne, who outlined the proposed parking expansion, drainage fixes and future pickleball courts. "We're going to enhance some of the parking for some more ADA stalls along 12th Street," Osborne said, and staff noted opportunities to match grants for future amenities.
During discussion several commissioners and residents questioned prioritization. A commissioner said the campus’s existing parking and interior repairs remain in poor condition and argued the city should fix existing assets before adding new parking stalls. Public commenters including Cecil Aska, general manager of the Junction City Collegiate Baseball Team, urged support for upgrades that help Raytheon Field host visiting teams, citing last year’s 5,250 spectators and the economic benefit of bringing visitors into town.
Commission action: The commission moved forward with the ARPA‑funded improvements as presented and later approved related park equipment and street maintenance allocations that intersect with the 12th Street area. Staff will refine phasing, pursue grant matches and consider lighting upgrades requested by commissioners.
