Arkansas City to adopt 2023 NEC and 2024 ICC codes, effective Jan. 1, 2025

The Arkansas City Commission voted Nov. 4 to adopt the 2023 National Electrical Code and the 2024 International Code Council family of codes, a step staff said will update safety standards and may help the city's ISO insurance rating.
Mike Bellis, present for the discussion, told commissioners the update contains ‘‘quite a few changes’’ affecting electrical, building and mechanical standards. He said the changes include updates relevant to timber mass spans, carbon-monoxide provisions for mechanical systems and numerous electrical changes. Bellis recommended adoption and said the city would be ‘‘one of the first cities in Kansas to adopt the codes.’’
Commissioners asked whether permits already issued would be affected; Bellis replied that permits obtained prior to adoption would be permitted under the old code and that the new codes are expected to take effect Jan. 1, 2025. The commission approved the ordinance by roll-call vote.
Staff said the fire code will be addressed separately and that the building-code adoption is part of the city’s periodic audit and code-update cycle.
Next steps: staff will publish the adopted codes and related amendments on the city website, provide updated code books to officers as applicable, and update permit application materials to reflect the new effective date.
