Hearing Officer Susan Finch granted a continuance of planned‑development rezoning case PD‑24‑0924 to the March 24, 2025 Zoning Hearing Master meeting after the applicant told the panel that outstanding engineering and permitting work with the Environmental Permitting Coordination (EPC) unit must be completed.
Colleen Marshall of Hillsborough County Development Services opened the hearing by announcing the applicant’s request for a continuance, citing ongoing work to amend a wetlands restoration plan. An applicant representative told the hearing that the project had completed an initial EPC review but required further on‑site meetings and amendments before the county could proceed with a zoning decision.
Neighbors pressed for a firm schedule. Brent Davis (10609 Dixon Drive, Riverview), who identified himself as part of an opposition group of roughly 30 residents, said the community had attended multiple prior hearings and opposed more delays: “They’re making a mockery of the process,” he said. The applicant said neighbors were emailed about the anticipated continuance but that substantive EPC feedback was not yet available.
Finch asked staff when the latest hearing could occur. Development Services advised that, absent a code change, the last available hearing could be April 2025, but an upcoming land‑development code amendment could extend deadlines to April 2026. Weighing the inconvenience to residents and the centrality of the environmental permits to the case, Finch granted the continuance to March 24, 2025, and urged the applicant to keep communicating with neighbors before returning.
Next steps: the applicant must continue work with EPC and will appear again at the March 24 hearing. The hearing master will file a recommendation within 15 business days after that hearing for the Board of County Commissioners to consider.
