Andover council approves insurance renewal, multiple bids, annexations and 2025 calendar

Council approved the city’s 2025 workers’ compensation, property and general liability renewals with EMC and VFIS in the total amount of $493,575 after a presentation by broker Lance Spence of USI. Spence told the council that “workers’ compensation is a legal requirement in the state of Kansas,” and said an elevated experience modification driven by losses in the 2021–22 policy term and recent compensation increases contributed to the premium rise; he added the experience mod is expected to decline “probably by 30 to 40%” for the 2026 term. Council voted 5–0 to accept the renewal.
On development and public‑works measures the council moved to accept dedications and approve a final plat for a small tract at the Train Enterprise site, annexed and rezoned MXI for a vehicle‑transportation storefront. For Prairie Creek 7th the council approved a revised sanitary sewer petition, an associated amending resolution and the required work ordinance after staff said bids came in over the engineer’s estimate but that available contingency in the original petition could cover the overage. The water and sewer construction contract for Prairie Creek 7th was awarded to Meese Construction Inc., Wichita, in the amount of $507,804; the award was authorized by motion and the council voted 5–0 to accept the low qualified bid and authorize the mayor to sign the contract.
The council advanced the Central Park Lodge reconstruction by approving a guaranteed maximum price proposal from Key Construction for $167,485.32 for package A.1 (utilities and site preparation) and accepting related low qualified bidders for early procurement items; staff emphasized early ordering of long‑lead items and said the project target is to open the facility for the 2025 season. Council discussion noted wide bid spreads on some packages and reviewed the city’s approach to change orders and contractor oversight.
The council adopted a resolution electing Evergy Incorporated as the electricity provider for the Pratt property annexation and provided annexation notice to the utility. City staff said contingency in the Prairie Creek petition will cover bid overages and reiterated standard procurement protections; during the insurance discussion staff and the broker said the city is not near the usual commercial threshold (about $1,000,000 in annual premium) where entities consider self‑insurance. Council did not take new direction that would change those approvals.
The meeting also included employee service recognitions and a proclamation honoring Andover Central High School’s state football champions. The council adjourned with holiday greetings and announcements about upcoming community events.
