City approves amended developer agreement and inspection amendment for Buffalo Ridge apartments

City staff presented two items related to the Buffalo Ridge/Green Valley AV Apartments project. Staff said the amended developer’s agreement reflects new ownership and requires the developer to construct remaining water and sewer public improvements at the developer’s cost; once final city inspections are complete, those improvements will become city-owned and maintained and will be guaranteed by a performance and maintenance bond or a letter of credit.
Homer moved to approve the amended developer’s agreement; Phil Hamilton seconded and the council approved the motion 6-0.
Staff then presented Amendment No. 1 with Transystems to provide inspection services for water and sewer public improvements for the Buffalo Ridge project, noting the work overlaps with the Founders Parkway project and using the same inspector on-site would save money. Council approved amendment number one to Transystems' agreement (motion carried 6-0).
Staff said the two approvals allow the project to proceed with construction and inspection under existing city standards and financial guarantees.
