Under the proposed policy, a builder could receive a grant equal to 10% of the cost to build a single‑family home up to $20,000 if the home is sold to a HUD‑verified low‑to‑moderate income buyer. The city, Crawford County and Unified School District 250 would participate in the intergovernmental agreement and forgo incremental property tax until the 10% grant is repaid to the fund, after which the property returns to the regular tax rolls.
Commissioners asked about income verification and the program’s mechanics; staff said HUD income guidance would be used and that banks would assist with verification. The commission approved the agreement by motion.
