The Pittsburg City Commission approved staff’s recommendation to enter a consent order with the Kansas Department of Health and Environment (KDHE) that obligates the city to construct a wastewater treatment plant under a new permit.
City staff described the document as “basically a legal document that puts the city officially on notice that we're gonna move forward with KDHE, you know, once acceptance of the loan,” and said the city’s current permit has expired. Staff said bids for construction will open Jan. 29 and that KDHE will finalize the loan amount after bid award. Construction mobilization is expected around June, with a projected two‑year build.
Commissioners asked timeline and procurement questions and were told the bid is “on the street right now” and four general contractors attended the pre-bid meeting. The commission voted to authorize the mayor and city clerk to execute the KDHE consent order and to proceed with the procurement process.
Staff said final loan documents and contract awards will follow KDHE procedures and that the city will return with award and closing documents once bids and financing are finalized.
