Herington authorizes MOU with KDWP to advance Flint Hills Trailhead work

The Herington City Commission voted to enter a memorandum of understanding (MOU) with the Kansas Department of Wildlife and Parks (KDWP) that allows KDWP to proceed with engineering, surveys and early planning for the Flint Hills Nature Trail and a trailhead near Herington.
Staff told the commission the MOU incorporates minor edits from prior discussions, includes an exhibit that had been missing from earlier drafts, and contains boilerplate contractual provisions reviewed by KDWP attorneys. The MOU clarifies that KDWP will lead construction and development under its federal grant while the city will partner on maintenance of the local trail segment and may contribute for items not covered by the federal grant.
A commissioner moved to enter the MOU and to authorize the mayor's signature; the motion was seconded and passed by roll call.
Staff said the state maintenance budget for the entire trail network is limited and that several communities along the Flint Hills Trail have taken responsibility for maintaining their own segments; Herington will follow that model while remaining a KDWP partner for larger grants or renovations. KDWP will now move forward with engineering work and the city will prepare for increased maintenance responsibilities as trail development proceeds.
