Council approves first reading to conditionally rezone former Colosseum site for self‑storage, 4–2

The Taylor City Council approved first reading of zoning ordinance case 24‑32zc to conditionally rezone parcel 60‑027‑99‑0004‑4 (approx. 2.07 acres on Telegraph Road) from B3 (General Business) to I1 (Light Industrial) to allow a self‑storage facility.

Staff told the council the site, the former Colosseum at 8715 Telegraph, had previously received planning and council approvals in 2021–22 and that the applicant agreed to substantial conditions to protect neighboring residents. Staff said there are 34 total conditions including a 20‑foot landscape buffer, restricted waste‑removal hours (limited to between 5 p.m. and 9 a.m.), no outdoor storage, and specific lighting and security measures. A staff member summarized the project as “one of the nicest” self‑storage proposals and noted enhanced design features.

Council members asked about the property’s vacancy history and requested that existing concrete debris on site be removed, with one councilmember stating they had inspected the property and urged cleanup before further action. A councilmember also asked staff to clarify the meaning of a conditional rezoning; staff explained conditional rezoning limits the site to the specific use and conditions presented, and future owners would have to seek approvals for different uses.

There were no public speakers. Roll call on the motion to approve the first reading was recorded as: Miss Rose — yes; Miss Daniels — yes; Mr. Johnson — yes; Miss Winton — yes; Mrs. Bridal — no; Mr. Geiss — no. The first reading passed 4–2. The ordinance will return for a second reading at the next meeting if the body moves it forward.
