Commission directs RFP for East First/Spencer design, approves Hillside plans and awards Quail Creek bid

City staff presented a series of transportation actions on Dec. 20 focused on accommodating near-term industrial and airport-area growth.
Suzanne (city staff) asked the commission to approve plans and specifications to pave Hillside Avenue from East First to Southeast 12th to industrial standards and to adopt a funding resolution. She said the project had been in planning for more than a decade, that the county declined a cost-share contribution, and that the city would fund 100% of the project and bond it with annual debt service paid from the economic development fund. Staff said the project would be advertised with a bid opening on Jan. 30.
"We are funding a 100%," Suzanne said, explaining the project will be included in the capital improvement program and bonded. Staff estimated annual debt service in the neighborhood of $322,000 when bonded and noted some overlap with existing debt service for Sand Creek restoration that will fall off in 2028.
On a separate but related matter, staff opened discussion of future roadway improvements along East First from Spencer to Oliver because new developments (including a facility identified as JAF and a 70-acre tract owned by a private landowner) will increase truck and employee traffic. Staff stated a traffic figure in the record as "34100 vehicles per day"; the commission discussed safety concerns for bicyclists and turning movements and whether to add turn lanes or pursue a larger, multi-phase project. Staff recommended issuing an RFP for engineering design (estimated 8–12 months) and the commission directed staff to begin the RFP process.
Finally, staff reported seven bids for Quail Creek Avenue (part of the Occidental development) and recommended awarding the low bid to Pareto Construction at $211,224. The commission voted to accept the low bidder and award the contract.
Commissioners emphasized timing, economies of scale for phasing, right-of-way needs and the potential to seek grants; staff noted federal grant programs often target much larger projects. The commission approved the Hillside plans, adopted the funding resolution, directed the East First RFP and awarded the Quail Creek contract during the meeting.
