Lincoln City Council discussed options Dec. 5 to secure temporary housing for impounded animals after the city lost routine access to an external facility. Staff reported that Just For Pets offered a kennel arrangement estimated at $300 per month to reserve space plus daily care fees ($30 per dog, $25 per cat). The department also described an emerging volunteer partnership with Great Friends Rock and Rescue, which could donate kennels, food and volunteer time if the city provides a suitable facility.
Public-safety staff described the current practice: officers scan for ID, try to contact owners and, if necessary, place animals with partners. Since access to the previous partner changed in September, finding overnight placement for animals has become harder. "We had 3 dogs out in the parking lot... and we wound up picking those 3 dogs up and turning them to the home," the officer said, underscoring demand for an in‑city option.
Council discussed using an existing city building (the former fuel/gas station or "blue shop") as a temporary impound, subject to further review, and confirmed the city would bring any detailed plan back to the council before establishing a pound. Staff stressed budget limits: they have not set aside the $36,100 annual estimate mentioned in the packet and will return with cost and operational proposals before committing funds.
The council directed staff to continue talks with potential partners, assess space and present options and associated costs at a future meeting.
