Commission approves funding, development and infrastructure resolutions in unanimous vote

On Dec. 17 the Dickinson City Commission unanimously approved a package of resolutions: liquor-license renewals, a restaurant alcohol license, Stark Development funding ($750,000), Dickinson Public Transit funding ($250,000), Moore Engineering contract amendment, a 440-unit storage special-use permit, multiple SRF loan resolutions for water and sewer projects, a landfill expansion loan, and an oversized-load permit for Fisher Industries.
The Dickinson City Commission approved a slate of resolutions and permits Dec. 17 that together cover economic development grants, city services funding, engineering contracts and several state revolving fund (SRF) loans for infrastructure projects.
Key approved items included:
- Stark Development Corporation funding agreement (one-year, $750,000 annually from 20% of the city's 1% sales tax) to support workforce recruitment and building rehabilitation; the city match provision was noted in the staff presentation.
- Dickinson Public Transit single-year funding agreement ($250,000 annually from the same sales-tax share), plus up to $15,000 in in-kind utilities and insurance from the city for the transit building.
- A contract amendment with Moore Engineering for sanitary sewer manhole repair design and construction documents (time-and-materials not to exceed $97,700; total contract $126,700) to address hydrogen-sulfide-related deterioration.
- A special-use permit for a 440-unit convenience storage facility at 677 Livestock Lane (staff recommended approval subject to the conditions in the staff report).
- A series of state revolving fund loan resolutions: a $1,591,000 drinking-water SRF loan for water-main replacement (2024–2025 project); a $2,000,000 drinking-water SRF loan request to replace lead service lines (with up to $1,500,000 forgiveness available); a $2,000,000 clean-water SRF loan for the Sim Street sanitary/storm project; and a $3,539,000 clean-water SRF loan for landfill cell expansion.
- Approval of the annual oversized/low-pass permit with Fisher Industries (annual fee $12,000) to allow oversized loads on specified segments of I-94 Business Loop and Energy Drive.
Most items were presented by city staff (Deputy City Administrator Carlson, engineering staff and planning staff), came with staff recommendations for approval and received either brief questions or no discussion before unanimous votes. Roll-call votes recorded each commissioner's aye; all listed resolutions carried.
What this means: The commission's approvals commit existing budgeted sales-tax shares and loan authority to economic development, transit and several capital projects; work and loan draws will proceed under city and state loan-administration rules.
Actions and reference: Each resolution was moved, seconded and passed during the Dec. 17 meeting; staff identified project scopes, funding sources and the recommended authorization for loan execution and administration.
