Arcadis principal James Meller said the plan emphasizes walkability and flexibility, noting the design "allows buildings to be built very tight" to create an active streetscape while also accommodating wider sidewalks and landscaping. City planner Dr. Jake Parcel told council the documents before them include zoning standards, design guidelines and conceptual site plans reviewed by city departments and recommended by the Planning Commission (7-0) with conditions.
