Chandler Unified Board Votes to Petition State for Advanced Aid After Cash-flow Projections

The Chandler Unified School District Governing Board voted Dec. 11 to approve a resolution petitioning the Arizona Superintendent of Public Instruction for advanced payment of state aid, a mechanism districts may use when current obligations outpace available cash.
Business staff told the board that budget projections show potential negative balances in the district’s general fund in early 2025 — approximately $8.8 million in February, $7.7 million in March and as much as $13 million in April — and recommended petitioning for advanced aid under ARS 15-973(C). "On page 2 ... you'll see that we'll be negative in February by approximately 8,800,000 in March by 7.7, and then in April, potentially by 13,000,000," CFO Lana Barry said.
Barry attributed part of the cash timing issue to the Quas Meyer lawsuit, which she said removed a portion of the district’s cash allocation and will be reimbursed when collections are made. If the state denies advanced aid, staff said the district could resort to registering warrants or issuing tax anticipation notes as contingency financing.
The resolution was moved and seconded; because the item required a formal roll-call per statutory procedure, the clerk conducted a roll-call vote and the motion carried. Board staff said they will transmit the petition and await the school finance division’s determination.
The board’s action does not change the district’s budget totals already discussed in the meeting; it seeks to manage short-term cash flow so payroll and vendor obligations can be met before regular state apportionments are received.
