North Port board asks staff for 'Planning 101' refresher, clearer annual report and ULDC guidance; new member introduced

After approving the easement vacation, the board spent the remainder of the meeting on internal business, including requests for training, updates to the annual report and clarification about how the revised Unified Land Development Code (ULDC) will be applied.
Multiple board members said that with two new members on the panel it would be helpful for staff to present an updated "Planning 101" that outlines roles, responsibilities and how the board should apply the comprehensive plan and the ULDC. A board member said the annual report's narrative should be expanded so the public and city commission better understand what the advisory board does.
A planning staff liaison recalled delivering a prior Planning 101 workshop and said staff could prepare an updated presentation and bring it back as a workshop item so the board could review the material in more depth. Staff also emphasized that development applications received before the ULDC's October 28 effective date would be evaluated under the old code while new applications will follow the revised ULDC; staff said reports will indicate which code applied to each item to prevent confusion.
Board members asked about the mobility plan promised at a prior meeting; staff said Mr. Benj will send the mobility plan to board members when he returns from vacation. The board also introduced a new member: "My name is William Keogh," Keogh said, adding he lives in North Port's Welland Park area and asked for onboarding resources to help him get up to speed.
The board had no public comments and adjourned at 9:23 a.m.
