Vice Mayor Emmerich moved to approve "contract number 2024‑17, Professional Architectural and Engineering Services for the City of North Port Public Safety Training Complex between the City of North Port and JL2 Architecture LLC in the amount of $69,920." The motion was seconded and the contract was approved by a 4–1 vote.
Deputy Chief Morales told commissioners the engagement being purchased is a conceptual design and master plan, not final construction documents: the work lays out a footprint for a future joint public‑safety complex to coordinate police and fire training facilities and make related projects shovel‑ready for grants. Fire Deputy Chief Nick Hurley said having a local training tower had already cut travel and fee expenses for fire training and generated some revenue when other departments requested use.
Commissioner Petro (voting no) and others pressed staff about financing and phasing; they sought assurances the conceptual design would not divert funds from more immediate priorities such as a new police headquarters. Staff and supporters argued completing the concept design allows the city to pursue grants and to phase construction later in ways that reduce recurring training costs and outside vendor fees.
The approved $69,920 contract is limited to professional architectural and engineering conceptual services; construction, FF&E and site‑work costs were discussed separately during the same meeting as part of the police headquarters discussion. Staff said the concept is the first step toward grant readiness and a roadmap for future work.
Outcome: contract 2024‑17 with JL2 Architecture LLC in the amount of $69,920 approved 4–1; staff will proceed with the conceptual design and report back on funding and phasing options.
