District staff presented multiple policy updates during the Dec. 19 meeting as part of an information‑only first reading. Dr. Carol Smith reviewed Policy 3205 and related procedures, describing revisions to ensure the district meets both federal Title IX and Washington state law requirements.
Key points staff highlighted included updated grievance procedures (procedural steps and timelines), clarified roles and training expectations for staff, and a seven‑year records retention approach for documented complaints. The district also confirmed adoption of the Guardian case management system to record investigations and deadlines with greater fidelity.
Staff said the changes align federal and state interpretations and that the district’s attorney reviewed the language prior to the board presentation. The gender‑inclusive schools policy remains in place; staff noted a minor cross‑reference update to add privacy language tied to students’ legal rights at age 18.
A separate, small procedural change to Policy 3520 (student fees, fines and charges) was explained: the district will not withhold transcripts or diplomas from other districts requesting records because of unpaid fines, consistent with new procedure language.
Board members were given time to review the materials; these policy items were presented for information and no action was taken on the first readings at this meeting. Staff cautioned that future administration changes at the state or federal level could prompt additional updates.
