2520 Cortez Boulevard (COR-24-0159): Commission considered an after-the-fact mural painted on the Ardmore-facing façade that depicts oranges and orange blossom. Owner/artist Ashley Randall argued her property is non-contributing and raised questions about record-keeping for district maps; staff treated the mural as painted on previously painted siding that does not damage historic materials. After deliberation about precedent and legal limits on regulating private expression in historic districts, commissioners approved the mural with staff recommendations.
2236 First Street (COR-24-0160): The applicant proposed a ~10-square-foot wall sign and lettering on an awning for the Patio Viejo Leon building (contributing, c.1914). Contractor Nils Zwicker described standoff brackets and a removable mounting to limit contact with masonry. The commission approved the signage with staff recommendations 1–6.
22100 First Street (COR-24-0161): Franklin Hardware requested replacement of cloudy, sandblasted glass-block transoms with 6x6x4 clear Argus glass blocks to restore the building's original look. Staff recommended approval to return the transoms to a clear appearance; Commissioner Walker recused due to a business interest and the commission approved the replacement with staff recommendations (one recusal recorded).
Each certificate of review will be effective immediately and is conditioned on obtaining required permits and complying with the design details documented in each application. Commissioners noted these approvals follow the Secretary of the Interior's standards and local design guidelines and instructed staff to ensure compliance during permitting and installation.
