Park staff to revise youth-sports MOUs, add annual reporting and move to hourly field-use fees

Staff told the board that updated memoranda of understanding (MOUs) with youth-sports organizations will include new operational and transparency requirements. "One of the things we're adding is a requirement that they do an annual report and presentation to the park board," Director Highstone said, describing a summary of program data, fees and participant counts as part of the new requirement.
Highstone said the city plans to shift from a per-person fee to an hourly field-use rate to align with industry standards and to recover a higher share of field-prep costs while still supporting local leagues. He said the process is underway with conversations with leagues and that staff will bring proposed contract language to the board, likely in January, asking for recommendations to move forward with 2025 contracts.
A board member announced that Pensacola Youth Soccer opened an early registration period for city residents Dec. 16–30 to give residents priority access, a change requested during prior MOU negotiations. Highstone also noted a new state regulation requiring level-2 fingerprinting will be incorporated in agreements, which is one driver of the timing and content of the MOU updates.
Next steps: staff will continue negotiations with leagues, bring proposed MOU language and fee structures to the park board for recommendation and include annual-reporting requirements for transparency.
