Gwinnett moves Civic Center Overlay District amendment to consent agenda for second reading

Gwinnett County planning staff asked the Board of Commissioners to place a zoning amendment that would create a Civic Center Overlay District for the Gas South area on the consent agenda for the afternoon business meeting.
Planning Director Matt Dickerson told commissioners that UDOA 2024‑3 would add a suboverlay (section 2‑14‑70) to the Unified Development Ordinance to provide land‑use and architectural design standards to encourage walkable redevelopment and streamline permitting. He said the amendment includes some single‑family parcels that would permit multi‑family housing and thus state law requires additional public notice.
Dickerson said the planning commission held a public hearing and recommended approval on Nov. 4 and that the board previously held a final public hearing and approved the first reading on Nov. 12. He added that no members of the public attended earlier public hearings to speak in support or opposition. The item was presented as the second and final reading required by state law and was placed on the consent agenda.
If the board adopts the amendment on the consent agenda in the 2 p.m. business meeting, the ordinance change would be the final reading and would update the official zoning map to designate Civic Center Overlay District boundaries in the Gas South area.
