Gwinnett staff seek $7.83M from GDOT for resurfacing; county match brings program to $10.19M; utility relocation agreements tied to SR 316 interchange total $11

Transportation and water resources staff told the Gwinnett County Board of Commissioners on Dec. 3 that they will pursue state funding and execute interagency agreements tied to two major resurfacing and roadway projects.
Transportation Director Louis Cooksey asked the board to authorize a local maintenance and improvement grant application with the Georgia Department of Transportation seeking $7,832,697.30 in state funds to resurface county collectors and arterials. The application requires a county match of $2,352,864.86, bringing the total program value to $10,185,562.16. “We recommend approval to apply for and accept the grant funds if awarded,” Cooksey said.
Separately, Water Resources Director Rebecca Shelton presented three agreements with GDOT related to the State Route 316 at High Hope interchange project (GDOT project PI 0013893). The work includes water and gravity sewer relocations and a 36‑inch force main relocation. Shelton told commissioners the total relocation work across the three agreements is about $11.6 million, of which Gwinnett County will be responsible for just over $2.1 million and GDOT will reimburse or fund the remainder.
Shelton said the county will complete certain relocations prior to GDOT’s construction work so lines are out of the way of the interchange project. The water and sewerage authority previously reviewed and approved related items in early November; the board reviewed the agreements as part of the work session and placed them on the consent agenda.
Cooksey also briefed the board on a separate transportation project: a roundabout at Lakeview Road, Fars Road and Hillside Drive (CMC Inc.), with the contract amount not to exceed $2,653,405 and funded largely by 2023 SPLOST revenues.
Next steps: staff asked for authorization to apply for the GDOT grant and for the chairwoman to execute the GDOT utility agreements if the board approves the consent agenda at 2 p.m.
