Raytown board approves $7.54 million GMP increase for school construction, funded from remaining bond proceeds

The Raytown Quality School District Board of Education on Nov. 11 approved an increase of $7,538,866 to the gross maximum price (GMP) for Newkirk Novak to add construction scope across multiple school sites.
District staff said the added work covers entrances and secondary building elements at South Middle School, Raytown Middle School, Raytown High School and South High School. ‘‘It’s $7,538,866,’’ an operations staff member stated during the meeting when asked for the increase amount.
Board members were told the increase will be funded from existing bond proceeds and interest from prior bond series and unspent bond balances. A district representative said those are ‘‘bond funds that we had leftover’’ from 2019 and 2023 series and that some savings and interest were reallocated to cover the additional scope.
Staff described the planned construction timeline: field verification is complete, demolition is expected to start during the Christmas break to avoid student presence, and structural steel has an approximately 16‑week lead time. Staff also noted weather — and specifically lightning — could delay demolition and some exterior work.
Board member discussion focused on clarifying that the amount reflects added scope (a change order-style increase) rather than an unplanned overrun and on confirming the source of funds. The motion to approve the GMP increase was made, seconded and passed by the board (voice vote).
The district said it will send written notice to Newkirk Novak and coordinating firms and hold meetings with building principals to minimize disruption during construction. No detailed vote tally was read into the record during the meeting.
