Council approves grants, contract increases and a dispatchers’ tentative agreement; supplemental appropriations follow

The Kettering City Council on Oct. 22 approved several spending and personnel items and followed with supplemental appropriations to fund them.
Council authorized the city manager to apply for an $18,000 OVI task force grant from the Ohio Department of Public Safety to reimburse overtime for enforcement; the grant was requested by the police department. The council also approved an additional expenditure for street-light maintenance: staff described an original purchase order of $24,000 and requested authority to increase the ceiling to $49,000 to cover unexpected knockdowns and pending invoices.
Council approved a resolution authorizing asbestos abatement within Building 46, an initial step before state-funded facility improvements; staff said the city received $1,250,000 in state capital bill funding for Building 46 and estimated abatement costs at $225,000. The council also authorized competitive procurement for purchase and installation of automated external defibrillators (AEDs) in park facilities, estimating a $35,000 cost to comply with Ohio House Bill 47 requiring AEDs at sports and recreation locations.
On labor, council authorized the city manager to enter into and implement a collective bargaining agreement with the Kettering Association of Dispatchers based on a tentative agreement that includes 3% pay increases in each bargaining year and changes to uniform and holiday language. After these approvals, council adopted supplemental appropriations totaling $262,000 (noted as budgeted $0) to fund the items approved earlier: $19,000 for streetlight maintenance, $18,000 for the OVI grant reimbursement, and $225,000 for asbestos abatement at Building 46.
All measures were adopted by roll-call vote. Council members asked few substantive questions during the motions and staff offered to answer follow-ups after the meeting.
