Kettering council approves ODOT resurfacing agreement, snow‑removal contract and grant application for mobile barriers

Kettering City Council on Sept. 24 approved several administrative resolutions that city staff said will fund routine maintenance and strengthen public‑safety planning ahead of next year’s construction season.
Council authorized a final agreement with the Ohio Department of Transportation for asphalt resurfacing on State Route 48 (Far Hills Avenue) and State Route 835 (Research Boulevard). City staff said ODOT will fund about 80% of the resurfacing portion of the project and the city will cover the remaining 20%. A prepayment invoice from ODOT was cited at $442,642 and staff said ODOT plans to bid the project in October for construction in the 2025 season.
Council also approved a resolution allowing the city manager to use competitive bargaining and negotiated quotes to contract for snow‑and‑ice removal at city facilities for the 2024–2025 season. The Parks, Recreation and Cultural Arts Department estimated a budgeted amount of $126,000 for the services that would cover the Kettering Business Park, city fire stations, the government center and other facilities.
Separately, the council authorized staff to apply for a State Homeland Security Program grant to purchase a mobile barrier system intended for deployment at large events and venues. Staff identified a proposal from Meridian Rapid Defense Group and provided a current cost estimate of $126,645.45; the city requested authority to seek up to $150,000 to cover potential cost increases. Staff said the city would initially fund the purchase if required and seek full reimbursement if the grant is awarded; a grant decision date was not provided.
On the financial side, council accepted rates set by the budget commission and certified tax levies to county auditors, a routine administrative step that staff said does not represent an increase in tax rates. During the roll call on that resolution one councilmember recorded a dissent; the resolution otherwise carried. Council also approved a supplemental appropriation of $35,390 from the state highway fund for median work on State Route 835 at Research Boulevard and College Drive.
All resolutions were passed by roll call vote. Staff said the ODOT resurfacing project will be bid in October and constructed in the 2025 season; timing for the homeland security grant award was not provided. Council will reconvene Oct. 8, 2024.
