Kettering City Council approves package of resolutions including Lifepak purchase, pavilion contracts and $3.33 million supplemental appropriation

Kettering City Council on Sept. 10 approved a package of resolutions covering audit services, capital project bidding, equipment purchases, grants, marketing and entertainment contracts, and a $3,326,398.36 supplemental appropriation.
The council approved a resolution authorizing the city manager to contract with the State of Ohio and a third‑party independent public accountant for audit services for audit years 2024–2028. Staff noted an estimated current‑year cost of $44,100 and a five‑year fee total of $232,260.
Council authorized the city manager to advertise for bids for the Governor’s Place improvement project (City Project No. 01‑507 E). Engineering staff described the work as the first major maintenance upgrade to the development’s concrete and park areas since the development’s inception; the project’s estimated cost was stated as $1,200,000 and staff said funds will come from the development’s TIF (tax‑increment financing) fund, with a supplemental appropriation later on the agenda to provide the appropriation.
The council accepted grant funding and smaller procurement items on the consent‑type agenda: an Ohio Division of EMS grant (estimated $3,392.36) to offset EMS records‑management costs and a Montgomery County Arts & Culture District special projects grant (estimated $9,924) for Rosewood Arts Center programming.
Members approved a resolution authorizing the city manager to contract with Stryker Corporation to purchase Lifepak 35 cardiac monitors at an estimated cost of $500,000. Staff said the purchase was budgeted for 2025 but buying in late 2024 could save roughly $50,000. A fire department speaker explained the Lifepak 35 monitors provide cardiac monitoring, defibrillation synchronization and the ability to transmit tracings directly to emergency departments to expedite cath lab activation.
Council also approved a set of resolutions related to the Frays Pavilion and Braves Pavilion 2025 season: $134,000 in advertising authority for the Frays Pavilion season, authorization to negotiate and enter entertainment contracts for the Braves Pavilion season with an estimated budgeted amount of $2,800,000, and an agreement authorizing promotional discounts and complimentary program participation to help market the 2025 season.
Finally, council approved a supplemental appropriation ordinance totaling $3,326,398.36 for fiscal year 2024. Staff explained three line‑items in the appropriation; one item was an accounting entry to record the present value of future payments for an Axon equipment lease (tasers, in‑car and body cameras), which staff said is not new spending but a change in how the lease is recorded under governmental accounting standards.
All motions were moved, seconded and carried by roll call at the meeting. The meeting record shows affirmative roll‑call responses for the council members present on each vote.
