Council approves rezoning requests after applicant agrees to neighbor conditions (dumpster covers, trees)

The Des Moines City Council considered multiple rezoning requests and site-plan-related hearings on Sept. 16. Kevin Tyson, speaking for applicants including Delaney Enterprises and JSG Properties, answered neighbor questions about operational details: number and enclosure of dumpsters, recycling schedule, site landscaping and potential nighttime operations. Tyson told the council the applicant had already submitted site paperwork to staff and would accommodate neighbor requests including covering up to three dumpsters and planting more mature trees in the northeast corner of the lot to improve screening.

Neighbors pressed for all three dumpsters to be covered and for taller, mature evergreen plantings so the community would realize screening benefits sooner rather than later. Council discussed whether adding such a condition required continuation of the hearing to formalize conditions; the applicant said accommodating the third covered dumpster would cause some delay but the applicant was willing to work with the city and neighbors. The council ultimately moved and passed the rezoning items and relied on the applicant’s commitment and site-plan process to formalize details; recorded votes on these items were reported as 7 yes on multiple motions.
