Council approves conveyance affecting Woodland Realm urban garden to Rally Cat Properties LLC

The Des Moines City Council approved Item 46 on Oct. 21, authorizing the vacation of portions of 23rd Street, High Street, 24th Street and adjacent alley right-of-way and conveyance to Rally Cat Properties LLC for the consideration described in the file.
Ryan Francois, who identified himself as representing Rally Cat Properties and said he lives at 2723 High Street, spoke in support and thanked staff for recent changes to the offer paperwork that were made after the set hearing. “I just wanted to thank staff for working with us the last couple weeks… I'm here if there's any other questions,” Francois said.
Council members praised staff for working between meetings to reach an improved outcome and noted support from constituents for the Woodland Realm urban garden near the properties. The motion to approve 46A and 46B was moved, seconded and carried on a recorded vote announced as 7–0.
Next steps: conveyance will proceed per the terms on the council agenda; staff and the purchaser will complete the conveyance process.
