Council adopts 2024 Analysis of Impediments to Fair Housing, cites broad outreach

The Des Moines City Council unanimously adopted the 2024 Analysis of Impediments (AI) to Fair Housing on Nov. 4, the document prepared to satisfy HUD consolidated-plan requirements. Matt Hauge of the Polk County Housing Trust Fund said the trust fund served on the steering committee and praised the collaboration among Polk County, Des Moines and West Des Moines. Staff reported approximately 2,000 survey responses and outreach to dozens of nonprofit organizations; roughly half of the survey respondents reported household incomes under $50,000.
Public commenters urged the council to expand income thresholds in the plan to better reflect local affordability pressures. "People like my mother, she makes, like, 40,000, but she cannot afford her rent," a speaker said, urging changes to income eligibility bands. Council members thanked staff and regional partners for the plan and moved to adopt the AI.
The adopted document will feed the HUD consolidated-plan process and guide local housing and community-development priorities for the entitlement jurisdictions named in the report.
