Council amends CDBG plan to fund Boost childcare program; UPWARD details outcomes

West Jordan '1 Dec. 18, 2024 ' The City Council approved Resolution 24-043 to amend the city—s HUD Consolidated Plan and 2024 annual action plan to include economic development as an eligible priority, enabling funding of the Boost childcare-support program through Community Development Block Grant (CDBG) rules.
Megan Jensen, lead on the city—s CDBG program, said the amendment is a targeted change required by HUD because the Boost program—s activities qualify as economic development under HUD definitions; without the amendment the city could not spend CDBG funds on that activity. Jensen said the amendment is limited to adding that goal so the previously approved funding can be released.
Lily Alexander, representing UPWARD and the Boost program, told the council Boost has supported more providers than expected (program originally planned for seven providers, two more placed on the waitlist), served about 50 families and helped create three new jobs; providers in the program meet HUD—s low-income criteria. Alexander requested future collaboration and described a scholarship model used in Park City and Summit County that she believes could be expanded to West Jordan.
Council members praised the focus on home-based child-care providers and discussed the continuing need for child-care slots; Whitelock noted CDBG funds are federal passthrough dollars and must be continually requested in future rounds. Council Member Whitelock moved to approve Resolution 24-043; council voted 6-0 to adopt the amendment.
