County staff told the board that the application had been circulated to the county sheriff's office, health department, risk manager and community development for review and that none of those departments had expressed concerns. The sheriff's office posted the required site notice for 20 days and staff reported there were no public comments received during the posting period or at the hearing.
The staff presentation identified the agent for the application as Darryl Westra, who was present at the hearing to answer questions. After the hearing was opened and no speakers were able to be heard, Supervisor Horstman moved that the board recommend approval to the Arizona Department of Liquor Licenses and Control; Supervisor Hess seconded and the motion carried.

The board record adopted at the meeting is a recommendation to the state licensing authority; final licensing decisions rest with the Arizona Department of Liquor Licenses and Control.
