City streamlines alcohol permitting code to avoid duplicating state processes

West Jordan '1 Dec. 18, 2024 ' The West Jordan City Council adopted Ordinance 24-46 to update Title 17 of the municipal code, removing local requirements that duplicate state review and making local consent procedures more business-friendly.
Patrick Boyce and other staff told the council the city historically duplicated many requirements enforced by the state Department of Alcoholic Beverage Services (DABS), such as background checks and bonds. The proposed revisions eliminate those local duplications so applicants need not submit state-cleared items twice and city business-licensing staff spend less time tracking duplicate paperwork.
Boyce said the changes will not alter state-mandated proximity or operating-hour rules, and enforcement remains a two-pronged approach: the state division retains primary licensing authority and the city—s code-enforcement officers will continue to monitor premises compliance.
Council members pressed staff on how timelines and costs for businesses would change; staff said streamlining will reduce staff workload and applicant wait times, and the city expects no decrease in public-safety protections. The council approved the ordinance by roll call, 6-0. Council members asked that staff monitor implementation and return if adjustments are needed.
