Canvassers approve three 'de minimis' updates to Hart Verity voting system

The Michigan Board of State Canvassers on Dec. 2 approved three de minimis changes to the Hart Verity 2.7 voting system recommended by staff: supply-chain and manufacturability improvements to components and the ballot-box handle, replacement of the Brother PJ-723 thermal printer with the PJ-823, and an upgrade of an internal CFast card from 16GB to 32GB because the 16GB model is no longer available.
Director Bridal told the board the Election Assistance Commission and a voting-system test laboratory had reviewed the modifications and classified them as de minimis—meaning they do not materially alter reliability, functionality or operation. Board members asked staff whether the manufacturing changes responded to any in-field failures and whether replacement costs would fall to local jurisdictions if components reach end of life. Staff said the answer depends on specific vendor contracts but that the changes were intended to improve ruggedness and manufacturability.
Board members then moved and passed a series of motions to approve the supply‑chain improvements and the printer/component replacements; votes were taken by voice and carried unanimously. The approvals allow vendors and local election officials to implement the minor updates without a full re‑certification process.
