City staff explained that the amendments align previously separate administrative fee requirements with the financial-notice processes required for fee changes. The consolidated schedule sets a maximum daily fine for certain code violations at $105, with the charge waived if the violation is corrected within 14 calendar days; a mid-range daily amount ($53) applies for days 1-14 after the initial period and the $105 maximum applies from the 15th day onward. Parking fines were set at $80 if paid within 14 days and escalate to $40 and higher if paid later; other civil citation fines and escalation tiers were preserved.
Staff and building-inspection supervisors told the council they intend to provide two no-cost inspections tied to a permit and charge $75 for any additional reinspections beyond the second to recover inspector time and reduce repeat trips to sites. Staff said the reinspection fee applies primarily to engineering and planning inspections related to site and infrastructure reviews rather than the building-permit inspections handled under separate fees.
Several council members probed how the fee would be applied in cases where additional violations are discovered on subsequent inspections and whether the city would risk appearing arbitrary when enforcing the schedule. Building staff said routine practice is to reinspect only previously failed items and to use discretion when the need for extra inspections is created by city personnel; staff agreed to follow up with clarifying language if the council directed it.
Council Member Green moved to approve the ordinance. The council voted by roll call: Shelton, Bloom, Chair Jacob, Bedor, Green and Whitelock voted yes. The motion passed 6-0. The ordinance takes effect following required post-adoption steps. The council closed the public hearing with no in-room or online public commenters on the fee changes.
