Jacob Tawil, a staff member who requested the authorization, said the DEC had issued a letter requiring the town to update and renew the plant’s air emission permit or registration. "The DEC have sent us a letter saying that our air emission permit or registration ... has to be, updated, and it has to be renewed," Tawil said, explaining that the prior permit listed two sources (odor‑control strippers and methane flaring) and the new study must evaluate whether boilers and the diesel generator require registration.
The board asked how the work would be paid for. Tawil said the cost — "about $16,000" — is available within the municipality’s existing budget and staff will pay by canceling open purchase orders. The resolution authorizes the mayor to sign the CDM Smith letter and scope of work so the study can proceed.
A motion to approve the resolution was made by the presiding speaker and seconded by President Rodriguez. The board voted by voice; members voted in the affirmative and the presiding speaker announced that the resolution passed. After the vote, Tawil said staff will keep monitoring the matter and had briefed the mayor.
