Kingman — The Kingman City Council on Dec. 17 denied a request from property owner Larry Matthews for an exception to the city’s utility regulations that require sewer extension when a public sewer is within 500 feet.
City engineer Mike (on the record as the presenter) explained the applicant’s parcel is less than 200 feet from an existing eight‑inch sewer line but that the required extension across the frontage would be roughly 235 feet. Municipal Utility Commission (MUC) members recommended approval of the exception, but city staff recommended denial on the basis that the payback potential for the extension appeared low.
Councilors discussed the area map and noted that while a handful of adjacent parcels are connected to sewer, many nearby lots remain on older septic systems. The engineer said only parcels with frontage along the extension would be eligible for paybacks and that five lots would share any payback calculation tied to that frontage. Councilors also observed that infill and redevelopment could change the calculus over time.
After discussion, the council moved to support staff and deny the exception. The motion carried on a voice vote; Councilor Ward was recorded as opposed.
Next steps: the applicant was directed to comply with the city’s utility regulations by connecting to the sewer; the council did not adopt an exception or modify the code in this hearing.
