Board moves Lakeview design up to 2025 in PIF forecast after protest; vote 8–1

Director Kice moved that the RCSC board accept the amended 10‑year Preservation and Improvement Fund (PIF) forecast and move the Lakeview renovation initial-design line item from 2028 to 2025. Director Kice clarified the change affects only the forecast and does not authorize spending, noting that any use of design funds must still go through the BP‑16 business-case process.
Two members signed up to speak against the timing. Steve Oakes said moving the $1,000,000 line forward could "ignore and override BP 16 process" and risk misappropriating funds; he urged the board to allow the long-range planning (LRP) committee to complete its review. Susan Bjork thanked the board for clarifying the motion but said she was holding the board to accountability and integrity.
Supporters argued the shift is a forecasting step meant to give long-range planning earlier visibility. Director Netassime said moving the item "put it on your radar to start building your business case" and does not itself allocate funds. Vice President McAdam and Director Rufe said they opposed the change because they feared the three‑year lead would make cost estimates obsolete or delay other projects; Vice President McAdam cast the lone 'no' vote.
The motion passed on roll call, 8–1. The board recorded the vote and noted that a separate business-case request and formal allocation would be required before any design work could be paid for.
