Commission approves upgrade of facade grant to Level 2 for 823 West Aspen

At the Dec. 18 meeting, staff told the Heritage Preservation Commission that a property at 823 West Aspen previously approved for a Level 1 matching grant ($10,000) had uncovered additional water damage during repairs and had replaced the roof and rotten plywood under the soffits.
Property owner Katelyn Kelly described the repairs in detail: “The roof was completely replaced, and that was the area that... really horribly rotted soffit,” she said, adding that the work was permitted through the city and now includes required underlayments. Kelly said the project is near completion and thanked the contractor for preserving the buildings’ character.
Sarah (staff) told commissioners the original Level 1 scope had allowed addressing water damage and that an increase to Level 2 would permit staff to pay up to a $20,000 award to cover the additional structural costs. Commissioner Hayes moved to approve increasing funding from Level 1 to Level 2 for completed work at 823 West Aspen, Commissioner Buckham seconded, and the motion passed. Staff said payment could be issued by the next month and invited commissioners to visit the finished property.
The commission also verified that staff had completed a site visit to confirm work met the Secretary of the Interior standards where applicable and that the work would be paid from the commission’s grant funds.
