Prescott Valley council unanimously adopts zoning rewrite, accepts audits and approves public‑safety and sidewalk projects

The Prescott Valley Town Council unanimously approved multiple measures at its Dec. 11, 2024 meeting, including a full repeal and reenactment of Chapter 13 of the Town Code, new and revised fiscal policies, acceptance of the annual comprehensive financial report, appointment of a vice mayor, and several infrastructure and public-safety projects.
Zoning code: Staff presented ZOA 24-1, a comprehensive update to Chapter 13 (zoning). Councilmember Matt Zurcher moved to change the term “special use permit” to “conditional use permit” in section 13-04-010.c.3 to reflect the council's prior action; clerical cross-reference corrections were authorized. The council then adopted Ordinance 2024-947 to repeal and reenact Chapter 13; the ordinance specifies it becomes effective 30 days after passage. The motion to adopt the ordinance passed unanimously.
Fiscal policy and CFDs: The council authorized the mayor to sign Resolution 2024-2399, adopting revised Policy 4-05 (fiscal planning and management), revised Policy 4-13 (establishment of community facilities districts) and a new Policy 4-14 (debt management). Audits: Heinfeld Meach presented the required impact fee audit (no public comments) and Michael Lausanne of Heinfeld Meach presented the annual financial audit (ACFR) for fiscal year 2023–24. Lausanne reported the audit yielded an “unmodified opinion” on the financial statements and unmodified compliance findings for tested federal grants, including the Coronavirus State and Local Fiscal Recovery Fund and federal transit grants. Council moved to accept and adopt the ACFR as presented and the motion passed unanimously.
Appointments and projects: By motion, Council Member Matt Zurcher was appointed to serve as vice mayor in accordance with town code; the appointment passed unanimously. Council authorized Resolution 2024-2398 adopting FDP24-011 to allow Central Arizona Fire and Medical Authority (CAFMA) to construct a 48,100-square-foot vehicle storage facility at Viewpoint and Addis; staff recommended the FDP as an expansion of public-safety facilities and the motion passed unanimously.
Cattle Track project: Public Works presented the Cattle Track Phase 2 pedestrian and drainage improvements (CIP ST-2501). The council approved an agreement with Lyon Engineering & Surveying Inc. for design and construction administration services for $237,250 (from a $1,500,000 project budget) with funding provided by CDBG, HEERF and stormwater. The design is anticipated to be bid‑ready about eight months from notice to proceed, targeting July–August 2025, with an estimated 120-day construction window.
