Prescott Valley to adopt standalone debt policy and tighten Community Facilities District procedures

Prescott Valley finance staff and outside advisors told the council Dec. 5 that the town will pursue a standalone debt-management policy and updated Community Facilities District (CFD) procedures to reflect recent state-law changes and best practices.

Jaime Traho of PFM Financial Advisors reviewed the debt policy framework, which lists objectives (maintain sound fiscal position, minimize issuance costs), clarifies permitted debt types (fixed and variable rate) and forbids derivative products such as swaps, and sets refunding metrics—"anytime bonds are refunded, it must produce savings of at least 3% on a present value basis," Traho said. Traho noted that stronger formal policies can positively influence credit ratings because rating agencies evaluate financial-management practices as part of their scoring.

Town bond counsel from Greenberg summarized updates to the CFD procedures, saying the draft tightens application expectations, requires indemnification/insurance and strengthens disclosures to potential homebuyers so districts are self-supporting and minimize tax exposure to citizens. Counsel emphasized that the policy is guidance only and does not commit the town to forming a CFD.

Next steps: Staff said they plan to return with finalized policy language for formal approval at the next council meeting, subject to any changes from staff and council input.

The study session did not adopt the policies; it served as a preview and opportunity for council feedback.
