Councilmember Streetman introduced Resolution 33 asking the Tennessee State Parks Division to keep Swan Lake at Dunbar Caves State Park as a lake rather than convert it back to a stream. He said the proposal at a Dec. 17 public meeting drew standing‑room opposition and that local leaders — including the mayor and area state legislators — spoke in favor of maintaining the lake.
Streetman described Swan Lake's local history: he said the man‑made lake was built in 1926, expanded in 1933 and acquired by the state in 1973. He told the council that a change from lake to stream could have financial implications for the city because previous land transactions preserved city water rights "in perpetuity" for irrigation of Swan Lake Golf Course; losing that natural water supply could require the city to use potable city water and chemical treatments for turf irrigation.
"I would just ask for your support on this so that we can show them that this is something that is important to Clarksville," Streetman said, urging residents to submit comments to the state by the Feb. 7 deadline. He said the city was continuing diplomatic discussions with the state to identify a solution that would preserve irrigation access while addressing state management objectives.
The transcript records council discussion of the issue, recognition that the matter is not yet decided, and an encouragement for public engagement on the state comment portal. The resolution text was placed on the agenda for council consideration; the transcript does not record a final vote outcome.
