The Committee on Regulatory Reform adopted an H‑2 substitute to House Bill 5884 and then reported both House Bills 5884 and 5885 with recommendation.
Representative Wilson summarized the change before the roll call, saying the H‑2 substitute corrects an inadvertent omission that had removed an administrative funding line. "Main issue that was, in our previous, bill is that, we inadvertently, cut out a line that funds the Michigan Commission on Law Enforcement Standards which, AKA, is MCOLS. ... An amount sufficient to provide for the administrative cost of the Michigan Commission on Law Enforcement Standards is, back in our, merger here to make sure the MCOLS is getting funded properly," Wilson said, citing the substitute text (subpage 24, section 8, subsection b, ii).
Representative Snyder moved to adopt the H‑2 substitute for HB 5884. The roll call followed and the clerk announced the substitute was adopted (announced as 14 ayes). Representative Mueller then moved to report HB 5884 as the H‑2 substitute with recommendation; the clerk called the roll and announced the bill was reported with recommendation (announced as 14 a, 0 nay, 0 passes), referencing "section 2h2" in the recording. Representative McFall moved to report HB 5885 with recommendation; the roll call was completed, and the clerk announced HB 5885 as reported with recommendation. The transcript records one individual 'No' vote called by name during the HB 5885 roll call (Representative Aragona), but the clerk's final announced tally for HB 5885 is recorded as '14 yeas, 0 nay, 0 passes,' an internal discrepancy in the transcript.
The H‑2 substitute therefore restored the administrative funding language for MCOLS as described by Representative Wilson, and both cannabis merger bills were reported out of committee with recommendation. The committee chair closed the meeting and thanked staff before adjourning.
