McGregor council approves multiple public-safety grant applications, land conveyance and local marketing partnership

The McGregor City Council on Jan. 13 approved a package of resolutions and ordinances covering public-safety funding, board appointments, a commercial land conveyance and a community marketing partnership.
Council authorized three grant-related resolutions to pursue funding for police equipment and vehicle outfitting. Staff described resolution R012025 to reapply for a criminal-justice grant to purchase in-car printers and pay installation costs; staff said the city had applied last year and been denied and that the current application requires a signed city resolution to submit. Council then approved R022025, a body-worn camera grant application staff said requested $11,090 with a 25% local match ($2,772.50). The council also approved R032025 to seek Edward Byrne Memorial Justice Assistance funding to outfit three patrol vehicles; staff said that grant carries no local match.
“These are applications to secure equipment and we are not obligating the city to accept funds until further action,” staff told the council during the presentations.
The council also filled two Tax Increment Reinvestment Zone (TIRZ) vacancies. Staff raised a conflict-of-interest concern about one applicant who works for an industrial-park partner and recommended placing that person on TIRZ 2 instead of TIRZ 1. The council appointed Mindy Price to TIRZ 1 and Alex Garcia to TIRZ 2; both appointments were approved by voice vote.
On land use and traffic items, the council adopted ordinance O03-2025 to abandon a portion of North Third Street and an adjoining alley so the right-of-way can be conveyed to adjacent property owners to accommodate a McDonald’s site plan. The council also adopted ordinance O022025 to set a 55-mph speed limit on the stretch of State Highway near the new rail crossing — staff said the change was requested by TxDOT to improve safety where traffic will encounter the signalized crossing.
Council approved resolution R072025 authorizing assignment of certain contract payments to a third-party escrow (identified in staff presentations as SWEC) so payments and required bonds are managed through that escrow arrangement; staff said the city incurs no fees under the arrangement.
Routine corporate nominations to the Bluebonnet Water Supply Corporation board (R052025 and R062025) were approved; the record shows one abstention on each of those votes.
