City Planning Commission schedules CHIP hearing, to present FY2023–24 housing and permit statistics

The City Planning Commission on July 25, 2024, at Van Nuys City Hall heard that staff will present fiscal year 2023–24 permit and housing statistics at a briefing in early August, announced a virtual public hearing on the citywide Housing Element Implementation Program (CHIP) for the evening of July 25, and adopted the meeting minutes from Aug. 23, 2023 and Sept. 14, 2023.
Commission President Monique Lachey opened the meeting and delivered an equity-focused statement saying the commission aims to center planning on communities most harmed by systemic racism and that race should not determine access to housing or planning outcomes. President Lachey also read the date, time and listed the commissioners present: Vice President Elizabeth Zamora, Caroline Cho, Martina Diaz and Karen Mag.
Deputy Director Lisa Weber told the commission staff will compile and present detailed statistics for the fiscal year 2023–24, including applications received and entitlements approved (both administrative and discretionary), organized by entitlement type and by Area Planning Commission. Weber said the presentation will emphasize entitlements that generated new housing and will include counts tied to the mayor’s Executive Directive 1; staff plans to include that report in the CPC agenda packet for the commission’s second meeting in August and present the information then.
A department staff member noted the planning department already maintains a performance management unit that collects and publishes data online; the forthcoming presentation is intended to provide the commission with tailored statistics in a consistent format.
Commission staff announced a virtual public presentation and live question-and-answer session on the citywide Housing Element Implementation Program (CHIP) beginning at 5:30 p.m. on July 25, with the official public hearing set to begin at 6:30 p.m. Staff said revised drafts will be released following public comment and that the item is scheduled for City Planning Commission consideration on Sept. 26.
During the meeting’s procedural business, Vice President Elizabeth Zamora moved to adopt the previously distributed meeting minutes from Aug. 23, 2023 and Sept. 14, 2023; President Monique Lachey seconded. Commission staff called the roll and the voting commissioners recorded votes in favor and the motion carried.
The commission closed agenda item 1 after these announcements. The department said audio and materials from the meeting will be posted online within two business days and that members of the public can join the CHIP presentation and hearing via Zoom (meeting ID and passcode announced at the meeting).
