The City Planning Commission opened its Oct. 24 regular meeting in Van Nuys and on Zoom, with President Monique Lachey presiding and announcing a quorum at 8:33 a.m. Commissioners present included Vice President Michael Newhouse and Commissioners Martina Diaz, Phyllis Klein, Karen Mack and Jacob Saetman.
Commissioner Karen Mack read aloud the Commission—s equity value statement, which emphasizes centering the needs of communities harmed by systemic racism. "Equitable planning demands that race does not determine whether or not one thrives in Los Angeles," Mack said during the reading, adding that the Commission—s goal is "the creation of affordable, prosperous, resilient, and healthy communities where all Angelenos experience the feeling that they belong." President Lachey had asked Mack to begin the reading and noted the statement appears on the meeting agenda.
Director Bertone told the Commission he had no report but was available to answer questions. Deputy City Attorney Kimberly Huangpu likewise stated she had nothing to report that morning.
Staff member Cecilia Lamas read detailed instructions for public participation, including how to submit speaker cards for in-person comment, how remote participants may join by Zoom or phone, and the Zoom meeting ID and passcode provided on the agenda. President Lachey reminded commissioners to review advance calendars and report planned absences; Commissioner Martina Diaz announced she will be unavailable on Dec. 12 and will miss the second meeting in November. Lachey also reminded commissioners of assigned pre-CPC briefing dates and asked them to notify staff if they cannot attend.
The Commission closed the administrative reports and instructions (agenda item 1) and proceeded to the next items on the agenda.
