Muscogee County board opens public hearings on statewide floating homestead exemption

The Muscogee County School District held a public hearing Jan. 13 to gather input on the board’s intent to opt out of the statewide floating/ad valorem homestead exemption adopted in House Bill 581, which voters approved in November 2024.
Board members and staff told residents the district’s existing countywide frozen assessed values mean the state’s floating homestead exemption would provide little benefit for most local homeowners and could be costly and confusing to implement. Staff said the opt‑out would preserve local control and preserve existing local homestead exemptions, including the frozen assessment homestead.
The board announced three additional hearings for public comment: Jan. 21, 2025 (6:00 p.m.), Feb. 10, 2025 (5:00 p.m.) and Feb. 18, 2025 (6:00 p.m.) at the Public Education Center, 2960 Macon Road, Columbus, Georgia, and invited concerned citizens to attend.
During the hearing resident Paul Olsen urged the board to consider the financial impact on low‑income residents and raised concerns about local abatements, proposed development tax allocation districts and other local tax policies. Olsen cited district figures from the comprehensive annual financial report and local proficiency rates in state tests as context for his comments.
The board did not take a final vote at the Jan. 13 hearing; staff said they will provide additional analysis and continue the public comment process at the scheduled hearings.
