Mobility commissioners press for more analysis on BRT vs. pop‑up metro, flag novel charging system

The Iowa City Mobility Commission on Monday pressed staff for clearer comparisons between a Bus Rapid Transit (BRT) proposal and a pop‑up metro rail concept, with members focusing on costs, charging technology and equity impacts.
Staff member Sarah Gardner told the commission the BRT study is long and detailed and that Kent Ralston will present a fuller comparison to the City Council at a work session the next day. Gardner said pop‑up metro quotes shown so far reflected only what would be paid to the pop‑up metro company — the vehicle rental, temporary stations, and a forklift to remove batteries — and left out substantial local costs such as driver wages, staffing, possible substation upgrades and track‑lease or rental costs. "The charging apparatus for these trains is novel," Gardner said, describing a battery‑swap approach in which batteries are removed with a forklift and charged off‑site, and adding, "we don't feel that we have the staff expertise to be able to determine ourselves if that technology is good to go on our own."
Commissioners asked staff to expand the comparison beyond headline cost and ridership figures. Members cited previously circulated estimates — a roughly $60 million rail figure and a roughly $92 million BRT estimate as examples discussed in earlier materials — and asked staff to clarify which costs those numbers included and how they were calculated. Gardner said the $60 million rail estimate came from an earlier study and that the pop‑up metro numbers the commission had seen so far did not include other local infrastructure, operations or staffing costs.
Members also requested that Kent’s comparison include measures of system impacts, such as projected cars removed from the road, carbon reductions and effects on road maintenance; parking requirements and whether a pop‑up metro or BRT would better support equitable access; and the systems’ relative ability to scale or be extended, including whether the corridor could later be extended to Cedar Rapids. Commissioners raised procurement and technology‑readiness questions as well, including how many pop‑up metro vehicles exist, maintenance plans, and vendor capacity to supply more units.
Staff asked commissioners to compile specific questions so Kent Ralston and Katie Gerlock can address them in upcoming presentations and said the commission would receive the recording of the council work session presentation. Gardner said the commission should expect to carry the topic forward across multiple meetings and that she would ask Kent to prepare an apples‑to‑apples matrix identifying the data gaps commissioners have flagged.
What's next: staff will send Kent Ralston’s city council presentation recording and compile the commission’s questions for Kent and Katie Gerlock. The commission scheduled follow‑up discussion at or before its next meeting, and staff emphasized that additional engineering analysis may be warranted before approving any public deployment of novel systems.
